There's some plugin for foobar that lets you convert character sets. It works sometimes. I just tag them myself and then use the batch renamer since I find it takes too much work to use the converter or it doesn't work sometimes.

To add on to what the other guy said, the plugin is foo_chacon. All you have to do is set the bottom selection of the converter to japanese and just scroll through the top selection with the arrow keys. I'd say it works about 70% of the time for me (usually with a chinese character set).
