Yukari can use her powers to steal ice cream and rape shota. Reimu can fly from reality to steal the pennies of Human Village's hardworking family man. The Yama can use her power to do Yama things on Yama position while being under Yama contract.

Which is kind of cool, but I wouldn't call her the strongest per se. Though mercy unto who will attack the Yama while she does her Yama things, because God will have none.

Not if both have experience. In Reimu and Marisa's case they both have had a bunch of danmaku battles, Reimu never needed to do any training for them because she picked up things while fighting while Marisa has to constantly come up with new shit just to keep up.

This happens often in real scenarios. I recall hearing of an archer that only after 6 months after ever touching her first bow had won some major victories and defeated some players that have been competing and training for years. Some people are just genetically better to do certain things than others, and no amount of training is going to change that.

5 - Suika. High raw power, high bullshitery.

Strongest PC-98 is Sariel because she is an Angel also Shinki because she is God.

Strongest Windows era character is Yukari because she can go to another dimensions, Watatsuki sisters because Mary sue.

Keep in mind, Marisa got fantastic help from Rinnosuke gifting her the Hakkero. Something that's capable of Master Spark miracles is probably a huge factor in her growth of ability.
It's likely the the reason allowing her to compete with Gensokyo's big players. Of course, lately she can carry her own weight without the Hakkero, so the witch has really grown.
