The idea of forcing people to do a job is a ridicolous one. But in the hypothetical world were people are forced into doing jobs they didn't pick, I'm sure they have ways of forcing them to actually do the job if they refuse.

If actual organized crime groups (not inner city apes that all wear the same color) want to kill you a cop sure isn't going to be able to stop it unless you live in their police station, or go into protective custody which doesn't have much to do with cops.
