My experience with Japan-guide is that reverse weeaboos are annoying as fuck. On the other side of things, I met a good friend on that site. She happily gives foreigners tours of her city if they ask. So, some people who want to meet up are completely legit. Our interests overlapped very well and she enjoyed my shitty jokes.

The biggest thing I can say is to always leave an open question in your messages unless you are positive they'll respond. If their responses suck then try to talk about yourself a little until you can make them talk about themself.

But seriously, the biggest thing you need to do is making sure they have something to respond to. Otherwise it gets boring quickly.
