I don't get how they decide when this should or shouldn't apply.

For example, Aaeru-sama posted that article about how there used to be ice men who delivered big blocks of ice for refrigerators, but electric refrigerators made their jobs obsolete.
And yet McDonald's still hires human beings when they could easily develop a machine to flip burgers for them.
