She tries that excuse too, the Yama likened it to playing the 'I'm just following orders' card used by many soldiers. Also doesn't change the comments made towards how Reimu doesn't actually seem to worship any gods and is more likely to fight them. Of course, the truth is Reimu treats everyone, youkai, Tengu, humans, Kappa alike with the same laid back attitude and her aggression is mostly just her being lazy and beating up the most likely suspects to get to the answer so she isn't seen as 'slacking off'.

She's liked by the strongest youkai because she treats them like everyone else and has the strength to back it up, and she's disliked by the weakest because they feel like shes not taking them seriously. Reimu is plenty aggressive to youkai though, she'll usually beat one up if she sees it on the path. I imagine the only reason you don't hear of her beating up Yukari when she pops around is because of the sheer amount of effort it takes to fight the stronger ones.
