I don't know which is easiest since all of them have hard parts, but I can tell you which one hardest. Shoot the bullet. I can even finish any stage 3 level. Don't even want to know what unholy abomination of code is implied in stage 6.

MoF is a great starting game, it's not absurdly difficult nor facepalm easy and emphasizes the basics better than other Touhou game. There will be plenty of streaming, laneing, and dodging, but nothing to an abusive level. It also doesn't bulk down with the bullshit mechanics too badly. It is a bit more liberal with the bombing system, and often you can bomb through the levels, but bombing too often will punish you by sapping your power.

The easiest easy mode is IN by far. Would be TD but it's fucking ridiculous to get all of the extends possible, so you usually have at least two more lives to work with in IN. Third easiest would be MoF because you can bombspam your way through the game on easy with little trouble. As long as you can get through the final spell card losing two lives or less you're golden. EoSD and PCB use "rank", but you can manipulate it to keep it fairly low. SA's not too bad, but UFO is a mean son of a bitch on every difficulty. Whoever invented curving lasers deserves to be shot.

A lot of people say IN is the easiest, but I have no idea why. Stage 4 is ridiculously difficult. Also, there's a part right at the end where all your lives and bombs get nullified and it lasts for a full 90 seconds where you have to move all over the screen and dodge some pretty confusing patterns.

My vote would probably go for PCB.

Gonna give a bit more elaboration on my perspective on these games for the newer crowd.

EoSD- Things tend to run pretty smoothly for most players until level 4 & 5, where both Patchy and Sakuya tend to have some funky danmaku that throws new players off. Typically takes practice for first normal 1cc.

PCB- Not terribly hard but Youmu and Yuyuko should be practiced before a 1cc attempt depending on you confidence in skill.

IN- Due to the extended bomb time this is often considered the "easiest" touhou, and maybe it is for newer players, but it still has a lot of difficult spellcards and a ton of gimmicks (familiar system, stage 5 boss, ect) As mentioned above, you may learn some bad habits that could haunt you. Watch out because Marisa is fucking crazy. Spell practice can help a lot.

Considered pretty difficult in comparison to the other normal modes. Newer players often have to practice the fuck out of Orin and Okuu before attempting a normal 1cc run. Stages 3 & 4 can also be surprisingly difficult for newer players.

UFO
Like SA, this is a pretty difficult 1cc Normal for the new guys. Often Murasa and especially Shou will be happy to ruin your run. Practice Practice Practice.

Another good starting game, also comes primed with spell practice, (which you'll need to figure out Seiga's bullshit curved lasers). The spirit mechanic is a little bizarre but over time (or by watching replays) you'll find the best way to utilize it. Otherwise the boses difficult curves well and it was likely made as a introductory game. I still feel MoF is a little better as a good first 1cc on Normal but TD is not far behind.

I'm quite bad in touhou games (at this moment, I 1cc'ed on Normal only PCB, IN, MoF and SA) so in my opinion the easiest one is MoF (it took me only 2 days; well, I managed to do IN within 2 days too but it's a different story), the only difficulty is the very last spell card. Like other guys said, IN has Marisa (I hate her so much), PCB has Youmu and Yuyuko, SA.... has Orin (well, it's difficult for me to say it this moment; I need to check Lunatic to be sure). I'm planning to to 10D next (still can't beat it 1cc; bad luck?)

Actually, do you know about the deeper mechanics of Shoot the Bullet?

First thing which really surprises me how many people don't realize, if you hold down the shoot button you can zoom and move the camera, it shrinks the photo size considerably however, but if you're going for clears, getting the boss in the photo is all that matter.

Second thing some people don't realize, the amount of bullets in a photo affect how much charge you will have immediately after taking the photo. This is maximum 30% after a successful shot, but a maximum 60% if the shot doesn't contain the boss. This allows for the technique of defensive and stalling shots where you just take pictures of bullets if you can't get close enough to the boss or feel like you're going to get hit by a bullet.

Third thing a lot of people never realized. While in normal focus, if you move away from the boss, your camera starts targeting the boss and moves closer to the boss than it would normally.

I think the easiest game is LLS. I had more trouble to 1cc IN or TD than LLS. LLS is the only game i finished on normal on my first try though it helped that i knew about some gimmicks that Yuuka has, like those circles or sparks, before playing.

Start with subterranean animism.

It will teach you a lot of interesting things, like how to dodge lasers and that not all spellcards just boil down to "Stand at the bottom of the screen while dodging horizontally". It's a bit harder than usual but it will reward you in the long run.

What I meant is that you get more intresting patterns from the get go.
In stage one (talking about normal) you already have to deal with tracking bullets.

In stage two you have a bos that requires in different spellcards either to space and redirect bullets in the correct way, avoid pillars of static danmaku or to shoot the correct enemy.

Stage three requires you to start paying attention to fairies because they will kill you if you don't clean the screen in a consistent way. The boss uses a shitton of lasers of various kinds and tracking bullets, something a lot of new players tend to have problems with.

As usually the first 3 stages go, I'd say SA is pretty awesome.

I don't get why people call IN easy. It's really hard, I haven't managed to pass Stage 4 without dying repeatedly, and I usually expend all the bombs before death. I play on Normal, though, maybe on Lunatic it's easier than other games.

IN constantly gets called easy because of the amount of resources you can get in the game (not to mention a huge amount of starting lives if you so wish), and extended death bomb timing, which are great for survival runs.

If you are interested in trying to capture cards however IN is a lot more difficult than the other games because the patterns themselves are not easy, especially since new players tend to go for Reimu and face the hardest stage 4 boss in the series. But for simply brute forcing through the game IN might be amongst the easiest, but bombing your way until you clear it is no fun at all, even for beginners, so I never recommend it as a starting game.

I think EoSD with the rank system might be a better choice for them, and the lack of hitbox will make players less dependent on it later on. Random bullets will teach them some good mechanics too, and a lot of the spellcards don`t require knowledge of streaming, which can be taxing for beginners.

Nobody ever seems to bother strategizing that much in StB.

If you time your shots right, then you can beat 3-1 of StB with minimal bullet dodging.

Charge immediately when the scene starts, then when it hits 100% dive at Alice and take a picture as quickly as possible.

Charge again until you hit a 100%. If you did it right you should reach 100% before any bullets reach you. However do not take the shot immediately this time. Instead, wait a bit for the rune circle to appear and take your shot a bit after it disappears when Alice spawns a new set of dolls.

Charge again immediately, you will be able to get 100% with no trouble at all since Alice has no dolls up. Just take the shot immediately since Alice starts her second pattern after the third shot.

Charge immediately and simply hope for the best if you're not good at dodging bullets. Speed is the key for this.

If you manage to get the fourth shot then charge immediately and take the fifth shot as soon as possible, if you did the fourth shot quick enough then no bullets will bother you during the last shot.
