BB's character balance is hard to pin down compared to most fighters, since fighting styles are so crazily different. Somebody will take a low tier character, find a nuance nobody else noticed before, and then be suddenly raping netplay with it.

Example: first couple BB iterations Hakumen was considered very low tier since he didn't combo like everybody else. Now >>11039547 even though his combos are still shit. He's just got a whole bunch of strange features that people finally figured out how to take advantage of.

Huh? Hakumen combos are really good in CSEX and CP. They go corner to corner and do good damage. He doesn't really even need stars for them anymore either. I think it was a buff to his j.B in CSEX that helped him, or something like that. https://www.youtube.com/watch?v=3znG8DkH0H4

He also has Hotaru, which is probably the best DP in the game (and can go into huge damage). TK tsubaki can be really scary, it's actually hard to react to that. He gets rewarded for standing still and running the timer with meter. He has some of the best pokes in the game. Everything he has frame traps. His damage is way above average in general. His counters mean you're always playing the guessing game while on offense.

The reason he was low tier in CT was mainly because he didn't have the black hole eating projectiles from slashing them with C. This made fighting the top tier zoners really difficult. Against everyone else he was probably closer to even with them matchup wise. It had nothing to do with his combos.

Please tell me Makoto is much better than she was in CSEX.

She's mid tier in CP. System changes and some miniscule buffs helped her get out of bottom. The only character lower than mid is now Izayoi. She's the only one not currently viable.

It had very much to do with his combos. Haku's the only character that basically doesn't use gatling strings in his combos, his are more similar to a SF linking system. This is why nobody really took him in the beginning, even though his pokes and fuckstrong slashes and meter and counters were basically the same as now.

Black holes are cool for him, but his awesomeness now is mostly due to new tactics. If today's Haku players wanted to they could go back to CT and play him much higher tier with today's tactics.
