Anyone not made popular in a doujin is basically in this category. In canon, nobody is very interesting. Just about any stage 1 or 2 boss is pointless. Cirno is the lone exception, and got lucky Zun made a in-manual joke about her. I can't think of any other low stage boss that has much of a personality.

There's no character I really dislike by itself, but one character's rabid followers has made me hate her with their incessant worship, and that is Yuka.
However, disliking Yuka has made me like Reimu far more.
