Most of Marisa's normals are actually pretty short range compared to some of the cast. But they're also pretty fast and safe.

The main thing I will use to come in with Marisa is 66A and 6[6]A after having some bullets (Shinto 5X spreads) for cover. Everything else is actually pretty situational. Her 5A has no range. Her 5B whiffs at a lot of places even though it has some horizontal reach to it, and 2B/8B have pretty specific hitboxes themselves. So the bulk of her neutral game seems to come down to 66A, bullets, and the occasional 5B.

So that's what you're going to need to try and find answers for. Any other Marisa players can correct me if I'm wrong here, after all it is week 1.

Basically, an ip address that starts with 192 is in your local network, as the packets need to be redirected from your router to your computer. What we really need is your global address, which can easily be known through Google. That being said, if you're unfamiliar with networking such that you can't get the correct IP, then you probably don't have your ports forwarded correctly and firewall off.

Well for a basic rundown on what affects popularity.
Doing combos that deal 2k+ damage or ones that limit gives popularity.
Counterhitting an opponent gives you popularity and getting counterhit causes you to lose popularity
First hit of the round gives popularity
Declaring causes you to gain and opponent to lose popularity and letting the timer run out without using the spell makes you lose popularity.
Moving forwards and using attacks makes you gain some popularity, while blocking or holding back a lot will lose some popularity.

Now think on this and you can try to realize why it seems some characters get more popularity on you.
Oh, and when the gray are of the popularity bars is filled, all pop changes seem to double

Speaking of capes, I always find myself fucking up and missing the first hit leaving me with a purple cape for a significant portion of at least the first round, are there any tips as to how to increase your cape level? I can play with purple, but I constantly try to confirm into combos that involve red cape rings out of habit and get punished when purple ones don't connect.

You could discover ways for your character to better deal with the hated terrorist nazi hatemachine top tier characters and share them with others.
I say "you could" in a hypothetical sense that doesn't actually address you specifically, of course. I can't imagine you're capable.
Nevertheless, tech for all characters is always something anyone who cares about improving would want to discuss, because people will always want to play one character or another regardless of their relative strength, and having that knowledge available makes easing into the game and not turning into a saltmine like you much smoother.

Plus, you can't rely on your opponent to whiff something big to place value on a super. A good opponent won't be whiffing their supers on you, that's the point.
