Also, if Anime characters aren't based on white people, why is their skin white?
why is their natural color for their hair and eyes a color that isn't black?

For the very few characters that are based on chinese asian skin and hair color, the nips are very blatant with heralding their origins and demonstrating the character to be almost in an entire other league of skill/prowess while "attempting" to be humble (in which case the narrator or some other 'voice of reason' further points out that skill/prowess)

Astro boy was made to resemble bambi's expressiveness style. The general structure of an anime character's head does not really represent any specific racial shape because it changes constantly from artist to artist. In fact one has to creatively hide their jawline and layer on makeup to correctly attempt looking like an anime character because of the way their heads are constructed.

Well, there are definitely certain details that would indicate if they are Japanese:

・no shading between the upper eyelid and eyebrow, indicating an epicanthic fold
・little shading in the nose which indicates a flat nose
・little coloring or detail in the lips, indicating mostly skin-colored lips

However, anime faces resemble more baby faces than anything else, except for some of the more manlier anime, which these details are still prominent even in those. If you want to see details for white people in cartoons, read any American comic book.

The easier example to show how Japanese portray westerner is in the Anime Heroman, look at the sub characters from the west and Asia, only the main character in Heroman made with typical Anime style with the intention to make them look attractive, while the sub characters including the american president made with typical cartoon style.
