Old Alice: Little overemotional girl that's one among many sisters, with a strong mother goddess in Shinki. A royal demon of Makai. Steals powerful artifact in order to go all out in battle beyond her limits.

Alice Margatroid: Human girl turned magician. Portrayed as fairly solitary and serious in the manga. Lives alone in a house of dolls to keep her companion. Cowardly at heart and afraid to ever go all out since she doesn't know what she'd do if she loses while trying her best.
PC98 Yuka: Mistress of a mansion of dreams. Loves sleeping and is somewhere between the border of being asleep and awake, could believably be 17 years old. Genocide is just a game.

Yuuka Kazami: Explicitly way too old. Homeless with only plants to keep her company. Enjoys the presence of children and teasing them. Ironically gets portrayed as psycho because of the PC98 version's one line.

Yes, but it doesn't confirm they are actually the same, rather than being a nod that it's a new version of Alice. They could have some different unmentioned backstories in this universe. Same with 12.3 letting her having Grimoire of Alice. They are references to the PC98 version, showing it's clearly intentional, but not that they are necessarily the same character or in the same universe.

As mentioned, they have very different backstories, and them being the same would mean Alice's current backstory as a human-turned-magician in the woods is a lie, and would weaken her parallel to Marisa who is a human that studies magic yet refuses to become a Magician youkai like Alice.

It seems to me like Windows is to PC98 what the Ultimate universe is to the original Marvel comics, as a comparison. Same characters and nods back for longtime fans, but ultimately a different universe with different characterization.

They're video games man, characters usually reach a peak at how old they look, and then the artist stops making them look older. Blue is 21 in Pokemon Black 2, but obviously they're going to make him look like one, it would be too alien. Too much of this is fanon. Alice has no sisters, and Shinki is not her mother.. Windows Alice also carries around a bound book identical to PC-98 Alice's Grimoire of Alice, which is also not stolen if the name is anything to go by.

Yuuka couldn't believably be 17 years old, because youkai power scales with age, and furthermore, she's not necessarily sleep-focused. Plus, a lot of PC-98-era things happened in the Dream World; Mima's fortress was there, and the player characters passed through it en route to Makai. Windows Yuuka reuses many of PC-98 Yuuka's more recognizable attacks, and have you actually read her dialogue in PoFV in others' scenarios? She's kind of scary.

Also: Marisa got involved in Lotus Land Story aiming to steal the powers of the one causing the incident, who turned out to be Yuuka. One of these powers was a beam weapon that filled most of the screen. In Mystic Square, for the first time, she used a powerful laser as a bomb; and in all Windows games, she has been shown using a similar laser, and calling it "Love Sign: Master Spark". The only other pattern she has with the moniker "Love Sign" is the explicitly stolen "Non-Directional Laser"; spells of her own invention have other monikers, such as "Light Sign". Therefore we can conclude that Marisa stole the Master Spark from Yuuka and that the Windows and PC-98 games share continuity.
