In all likelihood, the Flatwoods Monster was actually just a large, frightened barn owl. So the Touhou version could be a shy owl loli who can generate illusions of a scary alien shooting tough danmaku to ward off intruders.

I do have to agree that, compared to other characters in the series, she just looks and boring. Her clothes are nothing special by her peer's standards, she has a boring, one-color dark red palette that makes her entire set of clothes just blend in with one another, and her ribbon, albeit having a different color, is plain and contrasts very poorly with the rest of her color scheme. And really, what's with the cape? I know it's essentially part of the character's background, but it look ridiculous from the neck up.

Then again, you shouldn't judge something aesthetically just for what it is. There's been plain looking Gensokyo inhabitants before.

Also, if weren't a dirty secondary and played the game, then you would know that her spell cards show she is a mixture of many of the "head" type monsters both eastern and western.
