Yeah the best time to do it is of course when you are in school, as once you have a job others may think of you solely as a coworker, i.e. someone they want to keep separated from other areas of their life and only interact with at work. However it's still possible to make friends at work, you just have to make some effort from your end to move the interaction into more casual settings. If there's anyone at your job you like you could try asking them if they want to go to a bar after work or something.
