I'm pretty sure ZUN picks/greenlights the characters and writes the overall plot, but who of the characters appear actually in the end is also decided by other meta stuff, like being able to meet deadlines, balancing issues, actually having enough artists and money to draw all the sprites and all that shit. If characters can't make it, the plot will probably be adjusted to fit the roster. Mokou and Kaguya were not in the older fighters in the end but the plot still worked without them.

I highly doubt Mamizou will be the final boss. I mean, the girl in the silhouette looks nothing like her... at least as far as I can tell. And besides, adding a new final boss to HM's list would make the game to have 10 characters as well, just like IaMP.

For Buddhist, while Shou is more fitting to become playable, they can't just let a badass fisting cloud Zangief to be wasted. That's why they choose Ichirin and Unzan instead, for the sake of epic PAWNCH and ORA ORA ORA ORA.

I think the problem is that they decided to make buddhist melee oriented while Shou using the pagoda is a range character. Its strange to see her so clearly in the intro and yet she ends up not being a playable character

One theme I can sort of see with the yet unseen characters is that there is a few who are 'dark' in power or personality for lack of better word.
The three missing undergrounders and Hina who is missing from her usual hangout of Youkai mountain, and Rumia I suppose.

None of these seem to be strong playable candidates so perhaps our final boss is from the Underground? What with being established canon that that's where these types of Youkai usually are.
