If those two are in, I'd be suprised to have no Mokou.

EoSD: Rumia, Flandre, Meiling. They're forgotten, and done by ZUN, probably not included in the story.

PCB: Alice. Oddly not shown at all, even as BG character, she has had a presence throughout the games in endings and as a shot type. Could potentially be a character.

IN: Has entirely appeared in the background.

PoFV: Yuuka, would probably not concern herself, unless she feels the need to advertise the flowers of the season.

MoF: Hina has not appeared, then again, she is avoided and she avoids people.

SA: Anyone here is a potential character other than Satori, she's the shut-in.

TD: Mamizou. The Youkai recruit for the Buddhism faction with large amounts of screentime in written works, potential character.

Photo games: Hatate, probably badly in need of publicity. Potential character.

SOMEONE from Youkai mountain is definitely in, as there are no Tengu in Nitori's stage, and Hina.

Aya or Kasen no doubt.
The stage would handle Hina, Hatate, Momiji and the one that isn't playable.

One of the Palace of Earth Spirits family is obviously present due to the complete lack of Underground characters.

Who, of course, is something we'll have to wait for.
The stage can handle all the SA cast.

I find the lack of two SDM's AND an EoSD character fairly suspicious, if I had to guess one I'd expect it to be China.
Naturally this stage would handle Rumia and the other EoSD member. Daiyosei and Koakuma if you're lucky.

It certainly gets vaguer from here, if we assume we have another character for the five days left we can assume two more.

Alice and Mamizou are the two standing out, due to no appearing where they usually might(Although Alice is somewhat hard to place due to being a grumpy loner) and fair relevance, Alice from past games and Mamizou from print works.
Past playable relevance hasn't mattered shit for anyone else though, rather, ONLY the main two have it, so Alice is on shaky ground.

Perhaps at or near Suzunaan for a Mamizou stage which would allow Kosuzu and Akyuu to appear easily, I don't recall if Alice goes to the human villiage, but since the Grimoire and all that it's reasonable to have her at a place with books.

Moonbitches and the girls outside Gensokyo need not apply. Leaving Tenshi, Iku, and Yuka.
Yuka is PC98 so she's bound to be missing.

I think it reasonable to give the last slot to a new character for final boss.
Alternatively, since she's hardly bound to Youkai mountain, Kasen could show up playable as well as Aya.
