Wrong. He had some of the best serials (based Douglas Adams) but Jon Pertwee was objectively the best Dr Who (trolling fanboys into the stratosphere here).

Tom Baker was the "quintessential" one but he was so boring. He sounded cool and had some nice moments, but Pertwee had Venusian karate and reversing the polarity of the neutron flow and shit. Baker had jelly babies or something dumb.
