Secondaries General.

There are plenty of males within Gensokyo, many of whom are found in the human village.

The reason that you don't see many (or any) prominent male characters in the games is because characters' ``power levels'' (for lack of a better term) stem from their ability and skill in danmaku. It has been stated that danmaku is primarily an artform based around beauty and grace. Thus, females are much more inclined to be skilled danmaku fighters than males, and therefore, females are more powerful in Gensokyo than most males.
