You only need to be plot relevant enough for each stage. The more important your role in the plot, the higher your stage. Being the most loyal servant of whoever is stage 6 might also help, if you don't actually do much for the plot. There is no reason why Cirno couldn't be in stage 5 besides plot. The bigger problem is finding a good reason for WHY you should fight her in stage 6. Stage 6 is supposed to be somewhat climactic after all. This is completely different, but I thought that the writing in CiLR was pretty poor and some of ZUN's statements about the Watatsukis don't make a whole lot of sense to me. He said that they'd never appear in any game because they're too strong and want it to be possible for the players to win, when the entire point of the Spellcard system is that it explicitly gives anyone a chance, no matter how slim, of victory. He can't have it both ways.

That's not to say that I'm trying to invalidate CiLR, mind you, nor am I defending the Lunar War thing. I just didn't particularly like how it was written. I do like the Lunar War jokes, though, and the whole concept of impurity on the moon is horrifying to the Lunarians enough.

When I reached the final first time ever in IN I thought there was gonna be an intimidating epic last boss because Eirin set my expectations high. Then she showed up...

First I noticed there's a pink seashell between her legs on her picture and giggled a bit. Moment later image of a astronaut moonlanding came on the backround and I died accidentally in my fit of laughter. That happened again when she needed Eirin's help. When the fight was over, it felt really short and unreal, but no, it really was that easy. I wouldn't have died at all without laughing on my first encounter with her.

Fight with most humorous distractions, un-intended or her special gimmick, I don't know.

I tend to think the reason Kaguya isn't depicted as one of the 'strongest' because no one knows what to do with her ability. What the fuck CAN you do with 'manipulation of eternity'? It's really abstract, but also too specific to have any combat applications. The best you can do with it is 'trap' people with it:
- Time-freeze someone, but because they are now eternal they can't take any damage ever.
- Trap someone in a room, chamber or area that goes on forever.
- Make the battlefield or fight itself stretch on forever.
- Dispel things that are 'permanent'.
It's mostly a support ability than a combat ability, basically. That's why Kaguya doesn't seem as powerful as, say, Utsuho, whose ability revolves around mass destruction.
