The difference in Chapter 8 is that they led Miyo to believe that Rika had been dead for 48 hours which would prove Takano's theory incorrect thus the execution would not be necessary. However, Rika hadn't died. Rika was still alive. If Rika did normally die and Takano wasn't aware of it, then everyone in Hinamizawa would go insane which would create an even more pressing need for the execution to take place.
