Not at all. Simply put: it's bullshit.

It's hard to make an actual relationship chart for Touhous because, basically, they all know each other and interact on a regular basis. This makes determining what comprises an important mention-worthy relationship and what was just a random meeting impossible. And there are so few formal relations between them that without aforementioned random interactions the chart would be barren.

Basically, it's mostly up to your personal preferences to choose whatever off-hand one-liner you like as a sign of important relationship and disregard repeated interactions throughout many storylines as uninteresting. And this guy uses this right extremely liberally. Please ignore it and anything similar, especially if they're shat out of the corners of the fandom that think using create.swf is a good idea.
