another possibility is that it's like that "sparky" guy's site, which I also haven't been on for similar reasons. Basically nutty chuckefucks run spinoff sites that don't exist for any reason other than that the guys starting it love 4chan so, so so much that they can't stand not being in control themselves. And then they try to run it all by themselves, or otherwise they do it badly and run into the same problems moot did when he was a beginner.

the idea that it's a shitposting hangout mostly comes from a few jokke threads and every anime posting spammer from /jp/ going there (basically kuroko spammer and currybutt) to check it out
