Japanese games rarely even HAVE adult women in them though. They're almost always teenaged and often lower. So that's definitely an issue for not just them over there but for their image in other countries.

Anime is still a lot more "underground", for lack of a better term, than video games are. Those are tied to huge names like Sony and Nintendo. They get enough flack from western groups and journalists for various molestation games like Doki Doki Majo Shinpan and Monpiece; I don't think they want westerners on their international branch's asses for nude ambiguously-aged girls in video games.

Plus, even in Japan, video games are the most regulated (aside from PC porn games) media related to otaku culture. Anime is very much more wild and manga is everything goes. I'm not even sure if they're ready for full nudity in their games yet.
