Not at all. All RTS titles are imbalanced, DoW less so than most.

watch pro matches tier 2-3 units are commonly used by zerg players and protoss players. Barrack units = tier1 factory units = tier2 starport = tier3 ghosts + BC = tier 4. Most games last 10-20 minutes and most players tend to go for a balanced build or expansion build. Starcraft is balanced unlike Dawn of War, I have seen every race dominate another one, while in Dawn of War some races can just dominate another race easily like Space marines dominating IG. Dawn of War is more based on spamming mass numbers of units since their are no HARD counters.

starcraft is only imbalanced noob tier because new players have trouble controlling the Zerg compared to the protoss. However for the average player (someone who has played 50+ matches) the races tend to balance out, the races are so balanced that most of the time it is the map that decides who wins the match expos reachable only by air tend to favor terrans and toss more, while open bases (without ramps) favor zergs more.

You play as SM. Your enemy is IG.
You start with your usual scout cap. Perhaps you'll even harass. You'll bring out your FC.
The CS appears. It is a General + Priest combo in ranged stance, backed by a Guardsmen squad, as usual. Some of your scouts die.
The CS destroyes any LP you may have built, and the Guardsmen squad decaps those points. Your FC can barely do anything. More GM squads with Commissars and Priests appear. They eat your Tacs. You manage to do a GK+Chaplain tech, however, that's either gunned down by the mass of Executed GMs or burnt by the Hellhounds.
