Raiden is a hell of a lot stronger, though, and probably a good bit more resiliant. He might also have an easier time moving around, even though Youmu would probably be faster in straight lines. It also depends on where the battle takes place; anywhere outside of Gensokyo removes the ability to fly.

They are both incredibly resiliant sword, I imagine. Though, if Raiden has Sam's sword, that explosive draw would give him another edge over Youmu. Her only advantages are her speed, and I think she would have a harder time getting around obstacles, and maybe flight, which if she loses drastically cripples her speed due to that lack of free movement.
