This is why I don't think Touhou quite "makes sense" in the West. Westerners are used to very black or white morality: you kill, you're evil. Superhero comics are a good example because what used to be censorship has been made part of the characters' personal ethics. For example, Batman is fine with terrorizing people, but to end the life of another human being is pushing it too far.

In Touhou, the characters are youkai, monsters who eat people. The typical Touhou has probably killed and ate many stray humans, but that doesn't necessarily make them evil or any less of cute little girls. That said they probably don't do it often, and ZUN has pretty much said a few times that the youkai want to take it easy and live in peace with their prey.

Humans are supposedly intelligent, yet you see them killing each other casually all the time. Even if they aren't directly doing it, they're indirectly doing it and then acting like they aren't. Such is the nature of Capitalism.

Consider that youkai culture is likely to be pretty different than human culture, too. I doubt they share the same ideas of what's weird or disgusting or bad as us.

If the "superego" was missing, the only reason you would hesitate to kill someone (provided you have a reason to), would be most likely out of simple fear of retaliation. The law is a strange thing; if it was gone, the actions of the people would often be regulated by this simple fear, and we would continue advancing as a species all the same.
