Actually the problem is that if we go by canon we simply cannot measure the power of a touhou.
Take Yukari as an example.
All we know is that she can control borders and the only display of her power we have seen is her creating little portals.

Nobody knows the limit of these portals or the limit of her ability in general.

The abilities of most touhous are vague as hell while they never go all out and show off, so it's impossible to say for sure just how strong a touhou is.
