It's a solid way to practice if you're going to learn the mechanics and characters from a book or study program.

Alone it's a horrible way to learn, but it can supplement normal study greatly.

I'd say that's a good way to go if you're actively listening and engaging yourself in it by translating and thinking about the words with the music and tv. I won't help if you let it go in one ear and out the other.

The games and flashcards are just a good idea hands down.

When I started learning Japanese, I was actually able to dive right into it because I'd already been exposed to the language so much. Can't say the same for any other languages I've tried to learn. So, I'd imagine it does help at least a little.
