I always liked the being raised theory.

I like to think Meiling was like a surrogate older sister/mother to Sakuya. Not this MeiSaku shit that's being force fed to everyone until they like it.

No, OP. Sakuya just complains about Meiling sleeping on the job.Once Sakuya brought her inside when she fell asleep in the sun because Sakuya was afraid Meiling would get heat stroke. Remelia talks more about Meiling being lazy than Sakuya does. Remilia also talks about disciplining Sakuya a lot.

As a security guard myself, I can completely understand slacking on a job with little to do and no one watching you. Standing in a single area for +16 hours with maybe 2-3 people passing by in that entire time is incredibly trying on the patience. Eventually, anyone but the most stone cold of statues would start slacking and/or napping.
Honestly, they'd be better off just getting a good magic barrier around SDM and having Meiling do interior security instead.

Most of the doujin and PVs DO show her as a child vampire hunter that tries to fight Remilia and then she becomes her maid for life and then she becomes best friends with Meiling when she teaches her what to do.
