The only CSS3 stuff that's in actual use nowadays is all rules that have been around for a good while, like border-radius, box-shadow, text-overflow, rgba values and so on. I don't even know what people are complaining about HTML5, it's not like the semantics got worse or that web storage or the websocket stuff are bad things. I can only guess they're thinking html5 = canvas which still makes no sense since canvas has been used for basically nothing but experimental games and apps so far.

Either that or they just liked the old crazy doctype declarations better for nostalgia's sake.

I think quite a few people ITT are missing the point. The underlying technologies don't matter. Save a few bad decisions, HTML5 is pretty lean compared to HTML 4.01 and XHTML.

The problem is that Japanese sites are loaded with images, spacer GIFs, Flash, cool free DHTML scripts, and fixed-width bullshite that should have died in the 90s. It is not the good part of the 90s Web, it is the bad part.

This is mostly because Japanese sites are largely aimed at the mobile market (mobile browsers have been common there a lot longer than in the West) so sites are generally made to be pixel-perfect to appear at a certain size, which is terrible practice.

In my opinion, the best websites are ones that don't use CSS at all. That might sound like a special snowflake attitude to take, but it's so nice having a page (y'know, like in a book) that I can adjust using my browser stylesheet without having to use per-site userscripts/styles. The Fonts & Colors setting of Web browsers has gone the way of that Windows appearance dialog that let you change the titlebar gradient and stuff.

Yes? You can change the fonts and colors in your browser's settings, or even write a default stylesheet if you want more control.

I mostly read text on the Web, so I think of it the same way I think of books. All books are set in 12 pt Times/Palatino/whatever and whenever they do something too flashy it's distracting. I guess you can argue the Web is more like a magazine with different style and shit all over the place, but I'm reading for 12 hours a day. I'd rather have uniform serif fonts that are either white-on-black or black-on-white than flashy colors and wacky fonts on every second page I visit.

Certainly you could. I understand that it's just your personal preference, and I'm going to be taking this to an extreme, but just imagining a (literally or symbolically) black-and-white internet like that baffles me. Off the top of my head, any kind of navigation could easily be an utter pain, if you consider things like newssites or blogs. Scrolling down to find the actual information you're looking for among common filler like links and advertisements may become quite a chore when all the text looks the same. Doesn't really matter what color or face your font happens to be.

For books and long articles it'd work well, I imagine, but both are usually better in paper form.

I'm not a terrible designer, but I'd certainly have trouble writing a website that would look good and work well when viewed on Notepad.

Guess I got a bit carried away. "No CSS" just sounded so weird and pointless to me.

Are there any greasemonkey scripts that'll overlay a bunch of scrolling "wwwwwwww" over youtube videos?

It really is just a preference. I don't think all pages should be 72-character-wide plaintext over Gopher. I'm not mad or anything.

Related reading, from a more extremist point of view (and a good example of a CSS-free website):

Some similar sites (most have some styling, but not much):
http://c2.com/
http://www.cjas.org/~leng/
http://www.jonnydigital.com/
http://tldp.org/HOWTO/Coffee.html
http://cm.bell-labs.com/cm/cs/who/dmr/
http://lynx.isc.org/
http://www-formal.stanford.edu/jmc/future/index.html

These sites all take different approaches to going from page to page, but they're all very readable and easy to navigate.

Oh, and as an aside a lot of sites are starting to add more readable versions. For example, go to http://www2.macleans.ca/2012/08/21/yaeba-japans-toothy-trend/ and you will see they have a "clean reading mode". There are also JavaScript applications like Readable:
http://readable.tastefulwords.com/

Really I just think sites should be like this by default, or at least give me the option to turn off styles and read the content without worrying about its presentation.

(Not the anon you're arguing with)
While this is right, you have to consider that the video quality suffers mostly from retarded uploaders. I can't say which video site is better because I lack a direct comparison, which I'm to lazy to provide. You should also keep in mind that if someone uploads a vid from nnd to youtube, that the vid in question has suffered from several compressions.

It's not right and he's wrong. You can manipulate bit rate/file size very easily.

Understandably so, not every one is able to invest several hours in researching the matter before doing the deed, because, well, that would be asking too much.
In the end, sites doesn't matter, because all the compression and what not is made intentionally whether for saving space, bandwidth or ``premium'' accounts.

Call me new, but how do I get 4chan to look like that?

...please be gentle with me

Why would you want that?

http://userstyles.org/styles/browse/4chan

There's also [Settings] > Custom CSS > [Edit] in the top right. If there isn't a 4chanthemes.org yet, there will be one soon.

I usually just turn off styles (View > Page Style > No Style) if a page is unreadable or too bright.
