Why does Japan need its own glorious nippon site for video streaming?

Youtube is localized for Japan, has way more features/better UI, better video quality, better netcode... I don't get it.

Actually the originally nicodouga embedded and indexed youtube videos, but then yt blocked their site and they had to come up with their own streaming service. You can read about it on wikipedia.

It was pretty nice when they were showing Fate/Zero with english subs. Are there still anime channels on niconico accessible to the western audience? Wouldn't mind paying premium to try it out (although my credit card charges too much for currency conversion).
