Rice. I'm serious. You can get a ten pound bag for less than ten dollars in some places. You can add whatever spices you want to it, and you can eat it with literally any dressing, sauce, or condiment.

Rice noodles can be bought quite cheaply, and you can make them in the same sort of way that you would make ramen.

Invest in some bouillon paste to add to Ramen, noodles, and stews, if you don't like having meat around just for broth.

Sardines are really good for you, although you have to remove the spines before you eat them. If you don't like them, Tuna is pretty good you as well. Add a little bit of mayo and hotsauce and mix it all up, and you can eat it on crackers, bread, rice, whatever.

Have some computer candy handy, like lollipops, or tootsie rolls. You can always buy these at the dollar store.

Rice and beans one day and rice and beans the day after. Repeat.

Healthy and cheap.

Rice is a good cheap source of carbohydrate, especially brown rice.
Beans that you soak yourself are cheap and full of protein. I like to put them in a big chilli that I can eat over 4 days.
Lentils are also cheap, they can be used to bulk up curries and soups.

You could just buy real pasta if you're going to spend money on all that.

Yeah, but pasta and ramen are totally different things..

Plus, a lot of these ingredients come in large quantities, so you can use them for multiple dishes of ramen (like mushrooms and Green Onions). They're worth it if you eat Ramen three or four times a week.

I love pasta, but preparing a sauce takes a while, and is generally harder to clean off of pots and pans afterwards, which doesn't make it good for shut-ins or NEETs.
