I don't even expect intelligent protagonists. Reimu's "thing" was always a ruthless focus, not deductive skills. Her SOP is to beat the first youkai she meets in an incident solving night and shake her until she spills the next clue.

WaHH is Reimu outside incident solving mode, it seems. She lacks focus and lives managing her shrine in a very half-assed way, with constant nebulous plans "to get faith and/or richness" that she's not organized and motivated enough to actually pursue.
