Star's power adds the least to the Three Fairies. Her ability to sense things essentially heightens the chance to prank at the right time or notice if somethings chasing them, but any amount of focus or attention should render that ability moot.

Also she doesn't formulate plans like Sunny or add helpful critique like Luna. She just lazes about and laughs. Star may be cute but she is not a very useful individual.

Flan is capable, but what does she DO? Very little.

There are Touhous with useless powers and Touhous who are useless to the stories. They might overlap in some cases, so those might be the most useless Touhous.

Rumia might be the best example though. Any Touhou could take her place in the story and her power is completely useless.
