It's absolutely worthless to build AA equipment on combined fleet since both the main and escort fleets are nerfed in their shootdowns. Read the wikia for more details.

Type 3 Shells are also completely worthless for individual AA since they are worth ZERO points of adjusted AA, and their fleet AA contribution is so minimal in the face of Combined Fleet AA penalties that you may as well not bother at all.
