It's somewhat hard to gauge both Bern and Erika's curves since they're usually hidden underneath loose clothing and long hair. Both of them have been portrayed with a variety of breast sizes. Admittedly, Bern's depictions do cover a wider range than Erika's, giving her more potential for larger sizes. However, she's also more inconsistent, with some adaptations (primarily the anime) going so far as to make her totally flat. On the other hand, Erika’s wedding dress and swimsuit give a much clearer view of her bust, and have never shown her to be completely flat.
Also, there's a bonus page in Episode 6’s manga in which Erika claims that Bernkastel’s swimsuit is too small for her. While it may not be the most reliable evidence, it’s still the most straightforward comparison I’ve seen in the official works.
Another possibility is that, as her double, Erika’s proportions are identical to Bern’s. But if that were the case it would raise the question of why her face alone was different.
In the end, I think Lambda has the largest breasts out of the “small” characters, to the point where she might not even count. Given her size, I think Lambda should either be considered the biggest “small” character or the smallest “medium” character.
