The OVA world was an alternate world which wasn't directly affected by the state of people's minds.
See: Yomi fell into despair and was swallowed up by this world.

Whereas the TV series was a world set inside of the consciousnesses of the little girls directly affected by their stress.
See: Yomi fell into despair and yet remained in the real world and her shitty imaginary clone goes crazy.

While we don't know exactly what the OVA world's link was with the real world, It was a real place instead of being in their heads (not physically real)
