I would say ZUN is better than Ryukisihi.
ZUN faces can be ZUN faces at times, but while I enjoy a certain charm to GIANT MITTEN HANDS his art detracts too much for me to fully immerse myself in Higurashi and thus take his story seriously.
Plus, especially in Umineko, his characters are just flat and boring, ZUN at least does shading and gradients.

Both are great character designers though.
Touhou does has the edge though of not being story focused so ZUN art is easier to let slide.
