Not even true. Their Appends and V4X are objectively good, quality-wise, and IMO they sound great too.

Any Vocaloid without good tuning will sound bad, though, I've even seen some atrocious IA/Gumi tuning out there too. There are a lot of producers very skilled at tuning using the Kagamines as well.
