You misunderstand, incubi dwarves are rare presently because most of them have died of old age. They didn't "turn into females" (aside from ones that had alp qualifications).

Basically when mamono mana transforms elves and dwarves the result for males is the same as it is for human males. They become incubi.

Thus in the future the male children born of human and elf or human and dwarf couples will be at least some of the time incubus elves and incubus dwarves. In the new humanity the Mamono Lord seeks to create such incubi will be "varieties of human male" just as monster girls will be "varieties of human females." A lot fo this was explained in Q and A sessions with KC.
