I guess you could say that. When you say you're a lolicon or a shotacon in Japan, they'll assume you're attracted to children in general, not just 2D ones. In America, being called a pedophile is one of the worst—if not the worst thing you can call someone, so you'll have people saying they're only attracted to 2D, which is okay of course.
