Taking a realistic look on this:
Cirno - I consider her fail tier (IMO)
Reisin (or however you spell it) - Tempted to say yes there
Reimu & Sanea - shrine maiden = no bang
Marisa - always training
Sakuya - always busy with R & F
Youmu - not quite as busy as the others
