This is a personal opinion, but I think the honor should go to someone that has
1. Great technical skill
2. Noticeably unique art style
3. Proven their passion towards the series
4. no or minimal lewd works (we can't go to hard here, since Hirasaka AKA pedo-sensei would have been disqualified)
Zounose is one of the many artists that fits the bill, and he's my favorite when it comes to art style and his interesting take on the series, even if some people mistakenly claim it's "too headcanon".

Aki Eda got to write the last official touhou manga with a satisfying end. If a raging yurifag like her gets the privilege, then someone like Shinoasa (pictured) can too.
