Now being able to read (at least the abstract) of that article I mentioned, it does bear mentioning that Hecate was, at least in Hediod's Theogony, was the most blessed by Zeus and Cronos, both having given her gifts of the earth, land and sea and is given honor exceeding her position by the other deathless gods. In fact, she was allowed to keep her control over the earth, land and sea by the god of kings Zeus, noteworthy due to the gods usually only being given portions of one of the three. She whom she favored were surely granted kingship and the divine right to rule, and Hecate was notable among the Greek gods for being one who answers prayers, especially toward those she favored. As an only child of Asteria and Perses, she was granted even more honor. Having been the nurse of the young gods, Hecate was perhaps the favored child of the divine beings of Greece.

Linking this back to her position as the chief goddess of Arinna, it is interesting to note that even among the gods, Hecate is able to play kingmaker, granting divine providence to rule even among divine, powerful entities such as the Olympians. In fact, her close associations to magic, witchcraft, and childbirth and the like are all surprisingly nowhere to be found in Hesiod's Theogony, which is important to know considering the Theogony is a poem detailing the origins and the genealogy of the gods. In fact, even in the poem, Hecate is prescribed almost chiefly powers one would assume with an all-powerful god, instead of the aspect-prescribed god more commonly found in Greece. In fact, compared to future descriptions of the goddess, Hecate enjoys a broad, almost all-encompassing domain explained in the Theogony. This could possibly be explained as Hecate was the chief goddess of Ascra, the hometown of Hesiod, and that in this way he was showing praise to this chief of gods. Even in Greece, Hecate appears to have enjoyed the role as a chief deity, it seems. It seems that although she was no longer the king of the gods in Greece, she enjoyed power and domain similar to that of a chief goddess even before the fall of the Titans, and that even Zeus was cautious to show grace and gave her more after the Titanomachy. It is perhaps the reason Hecate enjoys so much is because the Theogony maintains her Indo-European positions and influences as a chief goddess.

In summary, if you love Hecatia, Hecatia will love you back a hundredfold, especially if you're a politician, an athlete, or a fisherman (or a baby).
