Originally Ryukishi's release schedule was tied to comiket, so it was either 4 or 8 months between story arcs.

Now he could do whatever he wants, but Ciconia certainly hasn't progressed well.
It would be nice if he uses this delay and Higurashi distraction to finish the remaining phases and releases them simultaneously, but that's a pipe dream.
