That's your own foolishness. They are strong. Strong enough to clear event maps without any problems. One dude here was talking about how Kisaragi was his MVP during Solomon night battle fun back then, wonder what happened to him. The point is that I'm pretty sure you can clear something like 3-5 with all Mutsukies in reasonable amount of attempts. Not using them in combat when they perform as admirably as any other destroyer is your own foolishness, not their fault.
