I have a different interpretation of that last half. Think of where Shinki came from. If we assume she's Lucifer then we'd know she rebelled and left God's realm who, for lack of a better less blasphemous term, is a control freak.

Since depictions of Shinki show her as overwhelmingly benevolent and kind to her daughters (especially Alice), I don't think it's as sinister as that. I think she'd rather encourage them to have free will and make their own decisions; become an individual with no ruler above to make choices for them. It's the opposite of how the angels used to live.
When Shinki's children are ready to fly the nest, for better or worse they've grown up and moved away from home.

Alice may be unhappy and have trouble fitting in, but it's up to her to find her own way as an adult. I'd say Alice is Shinki's favorite because she's the only one to break out of the mold. Maybe her only complaint is that she should come home to visit more often.
