It's not just the current administration, it's been a growing trend over the past few decades. If Japan can defend itself then it means less work for the US 7th Fleet. Don't forget this is the total sector it covers right now, with its main port being in Yokosuka. It's fucking huge and the only CV assigned to the fleet is Reagan.
