The reason why the meme erupted was due to the following:

1. Sanae's prominence in games after MoF: she just kept reappearing and reappearing, being the Extra midboss in SA and then becoming playable in UFO and TD thereafter. Sakuya fans were supper butthurt and others just simply mocked Sanae for appearing so much in the games. She took the title of 'ZUN's girlfriend' away from Aya and was called a slut who basically can't get enough of anything. Aya took the title back due to it being more popular with her, but Sanae being lascivious became popular in the west and east.

2. Sanae commonly portrayed with having a curvaceous figure and large breasts.

3. She's canonically an airhead, and this with conjunction with #2 creates a lot of potential for Sanae to be taken advantage of. Hence the surge of many, many, many hentai doujins.

4. I guess the fact she also is a target for schoolgirl fetishes also applies.
