Tsukasa "borrowed" souls/powers, that is how they got the base for different powers.
Momoyo mined dragon stone or whatever to be used as a catalyst for infusing cards with this power, I think Misumaru was involved in this but I'm not sure.
Chimata used her goddess powers so the cards could only be exchanged with certain money, only 1 at a time and apparently some kind of a warning system that alerts her(?) if you try to steal them without paying. Mike makes a reference to this when Reimu tries to take her cards.
And Megumu was responsible for making and distributing the money around so the cards could be bought.

The cards themselves were likely collected for their powers, as the cards worked like they do in the game. Giving any fairy (or god forbid village human) with too much pocket money the ability to summon Clown Pieces moon was worthy of an incident.
There are no doujins that I have seen about people abusing the cards in every day life, which is lame cause I want to see how everyone would have used the cards outside of Danmaku battles.
Chimatas card being next to worthless is why everyone bullies her if you take her card for the final stage.
